ANALYSIS OF MEDICINE REQUIREMENT PLAN IN COMMUNITY HEALTH CENTERS AT TANAH DATAR DISTRICT HEALTH OFFICE, INDONESIA

ABSTRACT
Quantification of medicine requirement at the Community Health Center (CHC) is the starting point for planning and procuring national drugs needs; therefore, CHC is expected to be able to provide an accurate and reliable medicine requirement plan. This study aims to analyze the process and the accuracy of medicine requirement plan at CHCs in the working area of District Health Office of Tanah Datar Regency. The research design was descriptive evaluative with retrospective data collection involving 23 CHCs, while data on drug consumption were obtained from 201 pharmacy subunits that were directly in touch with the patients. 12 kind of drugs dominantly used throughout 2019 were taken as models for theoretical medicine requirement plan. Evaluation of the proper process in quantification of medicine needs was carried out by referring to the Decree of the Minister of Health of the Republic of Indonesia Number 1121/Menkes/SK/XII/2008 concerning Technical Guidelines for the Procurement of Public Medicines and Medical Supplies. The theoretical medicine requirement plan which based on the technical guidelines was used as a comparison to medicine requirement plan estimated by CHC. The planning accuracy of the CHC and theoretical medicine requirement plan were examined and compared with the reference value. The results of the study indicate that the process of drug requirement plan by the CHCs has not performed the technical guidelines. The planning accuracy of CHCs ranges from 67.75% to 191.49%, while the accuracy of the theoretical drug requirement plan is within the specified reference value range from 112.71% to 116.11%.
